Review by an ad hoc committee
All proposals are reviewed by meetings of the Commission. During the preliminary review and analysis, a decision on whether or not an ad hoc committee should be formed is made according to the complexity of the case. If the formation of an ad hoc committee is required, a proposal for forming the ad hoc committee is submitted to the Chairman for direct approval, or submitted to the Commission for making a resolution accordingly. In the ad hoc meeting for reviewing the proposal, the related departments and proposers may be invited to attend the meeting to provide explanations. For disputable proposals, public hearings may be held to collect opinions from experts, scholars, city councilors and local residents. The ad hoc committee is composed of some commissioners or related officials and other experts.
